The Office of the County Controller of Allegheny County, in conjunction with the Pennsylvania Department of Transportation, Contract Awards Room, 7th Floor, Commonwealth Keystone Building, 400 North Street; Harrisburg, PA 17120 will receive bids through ECMS or a diskette delivered to the aforementioned address until 11:00 am. prevailing local time, Thursday, September 3, 2026. Bids will be opened through ECMS at approximately 11:00 am and can be viewed publicly in the Contract Awards Room.

Real Estate Appraisal Services Open-End Contract
The Allegheny County Department of Public Works will receive letters of interest continuously, without time limit, until the county enters into a sufficient number of contracts to make a sufficient number of qualified appraisers available to request proposals for specific projects for the above assignment.
Contractor and Consultant Services
The Allegheny County Department of Public Works posts requests for bids and proposals for contractor and consultant services on the Public Works Procurement Portal on a website called Bonfire and the Pennsylvania Department of Transportation (PennDOT) Engineering and Construction Management System (ECMS).
You must be a registered supplier to use Bonfire. If you are not already registered, follow the instructions for Supplier Registration.
Prospective contractors and consultants must make submissions on Bonfire for services entirely paid for by the county. They must make submissions for services funded in part by federal or state funding using ECMS.
