Community Services Advisory Council

The Community Services Advisory Council (CSAC) advises the Allegheny County Department of Human Services (DHS) Office of Community Services (OCS) on programs and services funded through the federal Community Services Block Grant (CSBG). 

Established under federal and state law, the Council helps ensure that CSBG-funded services for low-income residents are effective, equitable, and responsive to community needs. Through its guidance and recommendations, the Council supports DHS in allocating resources effectively, strengthening service quality, and promoting economic stability for individuals and families across Allegheny County. 

The CSAC supports DHS by: 

  • Advising on the planning, development, and evaluation of CSBG-funded programs
  • Reviewing annual CSBG plans, budgets, reports, and performance measures
  • Identifying community needs and barriers faced by low-income individuals and families
  • Promoting engagement from residents with lived experience of poverty
  • Supporting transparency, accountability, and continuous improvement in CSBG-funded services
