Sam Ashbaugh joined the County Manager’s office in October 2025. As Deputy County Manager, he provides organizational leadership, policy oversight, and strategic planning guidance to leaders and managers in various county departments, including but not limited to: Management & Budget, Economic Development, Emergency Services, Facilities, Information Technology, Parks, and Court Records. 

Sam brings almost 30 years of experience focused on the government and education sectors, beginning his career as a budget analyst for the City of Pittsburgh. His work has spanned roles in public sector budgeting, financial management, and operations as well as management consulting roles focused on organizational redesign, shared services, process improvement, technology optimization, ERP system evaluation and selection, and enterprise cost management. 

Prior to joining Allegheny County, he worked in value consulting for Workday, where he collaborated with state and local government executives to identify, quantify, and measure the value of optimizing finance and human resources functions to drive operational excellence. In addition to his consulting background, he has served in budget, finance, and performance improvement roles for the City of Chicago, Commonwealth of Pennsylvania, School District of Philadelphia, Carnegie Mellon University, and City of Pittsburgh, where he was the Director of the Office of Management and Budget before being promoted to Chief Financial Officer. 

Sam graduated from the University of Pittsburgh Graduate School of Public and International Affairs with a Master’s Degree in Public Administration, including a certificate in Public Personnel & Labor Relations Management. He also holds a Bachelor of Arts in Political Science from Gannon University. He resides in Mount Lebanon.
