Community Development Block Grant

Community Development Block Grants (CDBG) fund eligible economic development, municipal public improvements, housing development projects, and programs. CDBG projects are funded by the U.S. Department of Housing & Urban Development (HUD).
The CDBG program is a federally funded initiative that supports community development projects designed to benefit low- and moderate-income individuals, eliminate slum and blight, and address urgent community needs. Eligible projects may include infrastructure improvements, housing rehabilitation, public facility upgrades, and economic development initiatives.
2026 Community Development Block Grant (Year 52) Program
Allegheny County is soliciting applications/proposals for its 2026 CDBG Yr. 52 Program for the following types of projects:
- Business Development/Technical Assistance/Childcare Initiatives
- Workforce Development
- Commercial District Stabilization/Blight Removal
- Mainstreet Revitalization
- Infrastructure Improvements
- Housing Development
- Site Development
- ADA Improvements
All proposed activities must meet one of HUD’s National Objectives to benefit low/moderate-income communities or households and align with the All In Allegheny Action Plan. Applications are now being accepted and may be submitted via Allegheny County Economic Development's Web Portal.
The deadline to submit completed applications is Monday, December 1, 2025.

Please Note
• The minimum funding request is $50,000.
• Projects must be ready to begin and substantially progress during the program year (July 1, 2026 – June 30, 2027).
