Food Safety Regulations

Safety Requirements

Article III(PDF, 1MB), outlines the food safety requirements for food businesses in Allegheny County. It explains when a permit is required, how food must be safely prepared and handled, and how the Allegheny County Health Department inspects food facilities to help protect public health.

The regulations also include requirements for:

  • Food facility management and employee practices
  • Building design, equipment, and maintenance
  • Food preparation, storage, and display
  • Administrative processes, including variances, enforcement, penalties, and the Food Safety Advisory Committee

Article III is consistent with Pennsylvania laws governing retail food facilities and the FDA Food Code, except where Pennsylvania law requires different standards.
