Home-based Businesses and Cottage Food

Some food products can be made in a home kitchen under Pennsylvania's Limited Food Establishment program. These home kitchens do not have to meet all of the requirements for a commercial kitchen but must meet the program's rules and be registered with the Pennsylvania Department of Agriculture.

Home-based businesses registered as a Limited Food Establishment may sell products in Allegheny County. A seasonal or temporary food permit from the Allegheny County Health Department may be needed to sell at farmers markets, festivals, or other temporary events.
