Attorney Visits

Effective February 13, 2023, the Allegheny County Jail has resumed in-person contact visits between attorneys and their clients regardless of vaccination status.

Attorneys may also schedule a Professional Video Visit.

Attorney visits will take place from 9 am to 5 pm, Sunday through Friday, on the main levels. Incarcerated individuals will be unavailable from 10:45 - 11:30 am and 2:30 - 3:30 pm due to mandatory institutional counts. Times are subject to change and additional closures may occur due to emergent circumstances.

On-site facility visits will be conducted in the attorney rooms on each main level. Attorneys are required to clean and sanitize the visitation room at the conclusion of the visit.

Failure to follow these guidelines could result in visitor privileges being revoked.

Attorneys visiting clients housed on 5B, 5C, 5D, 5MC and 5MD will meet with clients on Level 1. They should call the Visitors Lobby at 412-350-2413, 412-350-2035 or 412-350-2036 to schedule those meetings.

Attorney Mail

All attorneys that need to send legal correspondence to an incarcerated individual at the Allegheny County Jail will be sent a Control Number Request Form. Each attorney seeking a control number must send the Control Number Request Form(PDF, 126KB) to the attention of “Allegheny County Jail Control Number Request” via facsimile at 412-350-2032. This form must be completed in its entirety, including attorney’s name, address, telephone and facsimile numbers as well as his/her state attorney identification number. The form also contains a verification, subject to the penalties of 18 Pa. C.S. §4904 relating to unsworn falsification to authorities, that all mail the attorney sends to incarcerated individuals using the control number will contain only essential, confidential, attorney-client communication and will not contain contraband.

Each attorney must sign a statement subject to the penalties of 18 Pa. In turn, each attorney will receive their own control number and set of labels. The attorney’s affiliation with their firm will remain on file.

The request will be processed and a control number will be provided along with a set of barcoded labels that must be affixed to the outside of each envelope that is sent to the incarcerated individual. Labels provided will be customized for each attorney and will be tracked via Allegheny County’s internal system. Once the issued labels have been used, please contact the Allegheny County Division of Mailing Services at 412-350-6978 for an additional supply. When calling, you must identify the assigned Control Number, and labels will be sent to the address on file only. Please note that no more than 70 labels will be issued at a time.

If at any time the labels are missing or destroyed, you must notify the Allegheny County Division of Mailing Services so that the missing labels can be flagged in the database and new ones can be issued. It is your responsibility to ensure there is an ample inventory of labels to maintain contact with your clientele. However, please note that stockpiling of unused label inventory will not be tolerated. Please allow a minimum of 5-7 business days for processing from the date the request is received by the Jail.

While correspondence will still be permitted to be sent to incarcerated individuals, mail received without the control number will still be considered Legal Mail; however, such pieces will be returned to its sender with notification sent to Jail Administration.
