Government Review Commission

The Government Review Commission is established every ten years to study and provide recommendations on the Home Rule Charter and county government, including the organization, practices and responsibilities of all county departments and agencies.
The Government Review Commission consists of nine members: five appointed by County Council and four appointed by the County Executive. All members must be registered voters in Allegheny County.
In October of 2025, County Council and County Executive Innamorato announced nine selections to serve on the 2025 Government Review Commission, to be sworn into office in November 2025:
- Rohit Acharya - Nonresident Fellow at the Brookings Institution and Founding Partner at Common Good Labs
- Matthew Barron - Program Director, Heinz Endowments Democracy and Civic Participation initiative
- Tracey McCants Lewis, Esq. - Chief Legal and Public Affairs Officer, Pittsburgh Penguins

- William D. McKain, CPA - Chief Operating Officer, Allegheny Conference on Community Development
- Evan Frazier - President and CEO, The Advanced Leadership Institute
- Gretchen E. Moore, Esq. - President and Shareholder, Strassburger McKenna Gutnik & Gefsky
- Mark Foerster - Chairman, Allegheny County Housing Authority Board

Meetings
The proposed commissioners will be sworn in at the County Council meeting on Wednesday, November 5, 2025, at 5:00 pm, then the first official meeting will be convened.
