Stephen Pilarski has worked for Allegheny County since 1985 and was promoted to the position of Deputy County Manager in August 2012 and then promoted to Senior Deputy County Manager in January 2021.  In this role, he oversees the operations of the County Jail, County Police, Medical Examiner, Public Defender, Public Works, Facilities Management, Administrative Services, Human Resources, and Information Technology.  In addition, Stephen serves as the County Manager’s designee for union grievances.

During his tenure with Allegheny County, he has also held positions in several departments, including the Controller’s Office, where he was involved in the JD Edwards implementation, Property Assessments (where he served as the Project Manager for the county during the last two reassessments), and the Medical Examiner’s Office.  Stephen holds a bachelor’s degree in Public Administration from Point Park University.

He is an active member of the the Amateur Softball Association (ASA) where he has served as an ASA certified umpire since 2001.  Also, he plays ice and roller hockey in a weekly pick-up league.

Stephen and his wife live in Robinson Township with their three daughters.
