Independent Police Review Board (IPRB)

In 2021, Allegheny County passed legislation creating an Independent Police Review Board, an independent citizen board, to receive and review allegations of misconduct filed by members of the public against police officers employed by the Allegheny County Police Department. The current jurisdiction of the board is limited to police officers employed by the Allegheny County Police. While there are provisions for municipalities to voluntarily opt-in to board jurisdiction, no municipalities have taken such action.

Information on filing a complaint, including links to an online form or fillable PDF, are available on the board’s Filing a Complaint page.

The nine-member board is comprised of four members appointed by County Council, four members appointed by the County Executive, and one member appointed jointly by County Council and the County Executive. The members serve staggered terms and are limited to two consecutive four-year terms.

Current board members:

  • Justin Leavitt Pearl, Chairperson
  • Richard Garland, Vice Chairperson
  • Lynn Banaszak
  • Mark Bibro
  • Stacey Hawthorne
  • Keith Murphy
  • Regina Ragin-Dykes
