For the safety of Allegheny County residents, the Fire Marshal's Office reviews above and underground fuel storage tank installations in Allegheny County. You will find applications, and information about applicable laws and regulations here.
All flammable and combustible liquid storage tanks in Allegheny County must undergo a safety inspection every three years.

Which facilities are exempted from registering storage tanks?
No facilities are exempted from registering storage tanks.
Where should I place my dispenser/inspection sticker for my retail station?
Please attach sticker on the main door of the facility located closest to the roadway.
Where should I place my dispenser/inspection sticker for my non- resale station?
Please place the sticker on the outward facing dispenser or near the dispenser on the tank.
What do I do if there is an ownership change?
If the property has been sold or changed ownership please submit documentation that is notarized with the changes and the new contact information.

Where can I find a DEP certified installer?
To find a DEP certified installer or to check on their status you can find the information at the PA EPA reporting service for Certified Storage Tank Companies.
Do I need to permit my emergency generator or heating fuel oil?
If your emergency generator or heating fuel oil is less than 3,000 gallons it does not need to be permitted. It can only be used as an emergency generator or heating fuel oil and cannot fuel anything else.
Do both applications need to be notarized?
Yes, both applications must be notarized.
Can I provide electronic copies?
Yes, you can send electronic copies of everything except the application. You can send the application electronically but we must also receive both original notarized copies by mail.
What do I need to submit if we are closing the location?
We would prefer a copy of the DEP 30-Day closure notification. If it is not a DEP regulated tank we would like something in writing showing that it was removed.
What is a dispenser versus what is a pump?
A dispenser is the unit in which you are dispensing the fuel from. A pump is the pump in which the fuel is being sent from the tank to the dispenser.
What should we do if we change DEP installers after we are issued our project letter allowing us to start work?
If the project letter is within a year of the date the work starts please notify our office that you have changed installers so the proper changes can be made. If your project letter is over a year old you must reapply for a permit with proper fees.
What do we do if the scope of the work changes?
If the work scope changes once a project letter is issued, a new application with proper fees must be submitted.
I have received my project letter; do I need to have an inspection completed before using the fueling station?
Yes, once work has been completed you must have an inspection prior to use. Once the inspection is completed and if there were no violations, an operating permit will be issued.

What is a temporary tank?
Tanks that are non-stationary and are designed to be moved (referred to as Temporary Tanks). In addition, the use of the tank requires that the tank be moved at least once in every 12-month period.
I have a temporary tank that is moved around on a regular basis. Do I need to have a permit?
For a temporary tank, you do not need a permit. However, our office requests to be notified in writing when and where the tank will be placed and when it is removed. Temporary tanks must be removed within one year of being placed.
Who conducts calibrating of my dispensers?
Dispensers are calibrated by the Allegheny County Department of Weights and Measures.
I’ve had an inspection completed by the state and/or municipality, do I need to have a safety inspection completed by the county?
Yes, you still need to have a county inspection completed. Our inspections do vary as that they are for a safety of the facility and community.
I have a bulk facility; do I need to be inspected and do I need to pay dispenser fees?
Yes, the facility will need to have a site safety inspection completed. If the facility is a loading facility with loading racks you are required to pay annual dispenser fees.
My facility is in temporary closure, do I need to do anything?
Temporary closure is only good for one year. After a year an extension request must be filed with the DEP. If granted we require the updated paperwork. If it is not granted, we request the updated closure paperwork.
Can Allegheny County grant a variance?
No, Allegheny County cannot grant any variances. If a variance is needed you must contact the local municipality. If the municipality chooses to grant a variance, documentation of such variance is required with the application.
Does the attendant need to see the dispensers?
Yes, the dispensers are to be in clear view of the attendant at all times. There shall be no obstacles obstructing their view. If the view cannot be achieved it may be acceptable to have a video monitoring system or other viewing device to see the dispensers.
