2024 Hearings

2022 Second Filing Appeals

Please note that filing a 2023 appeal will only affect your 2023 value and is not retroactive. Read more in the news release(PDF, 133KB).

Update for 2022 appeals
On July 11, 2023, the Allegheny County Council enacted Ordinance No. 12742, which amended the Administrative Code of Allegheny County, Article 207, entitled “New Board of Property Assessment Appeals and Review,” §5-207.08, entitled “Filing of appeals,” in order to clarify applicability of special assessment appeal windows for 2022 and 2023 for properties impacted by court-ordered adjustments to the County’s Common Level Ratio. Hearing Schedules

The dates and times of hearings are subject to change. Participants should refer to the mailed scheduled hearing notices and telephone tip sheet for further details related to the hearings being conducted in 2024. Files will be removed once the appeal dates included have passed. New files will be added when additional dates are scheduled and notices sent. Please take the dynamic nature of the appeals process and assessment data into consideration when using these files. The BPAAR assumes no liability for any legal consequences arising from inaccurate or outdated information in these posted files.

Residential Hearing Notices are mailed to hearing participants with a minimum of 21 days advance notice. Commercial Hearing Notices are mailed with a minimum of 30 days advance notice.

BPAAR meets every two weeks at 8:00 am in Room 328 of the County Office Building, 542 Forbes Avenue, Pittsburgh, PA 15219.

The Board of Property Assessment Appeals and Review (BPAAR) hears and decides all appeal hearings pursuant to the Board's Rules(PDF, 184KB) (authority under the Allegheny County Home Rule Charter, Article X, Section 5).

The Office of Property Assessments manages the administration of the hearings. The Appeals Division mails hearing notices, processes and schedules the hearings, and handles postponements and withdrawals.
